Goodhue County Cooperative Electric Association reserves the right to assess a power cost adjustment (PCA) to recover changes in the wholesale power costs (increase or decrease) without formally adjusting the rate schedule. Time of Use billing will be charged a pass through of the Energy power cost adjustment from the wholesale power provider on a monthly basis.
